The tablets of the Ten Commandments were placed inside the Ark of the Covenant (Exodus 40:20), while the book of the law was placed beside it (Deuteronomy 31:26). That book contains moral, civil, and ritual instruction. The different locations give the tablets distinctive covenant prominence; they do not by themselves classify every command as permanent or temporary.
